Drug-Free Housing Policy

1. Purpose

Atlas Cleveland is committed to providing safe, healthy, and peaceful homes for all residents. Illegal drug use or drug-related activity creates safety risks, invites criminal behavior, and disrupts the well-being of the community. This policy outlines the expectations for residents, guests, and anyone on the property.

2. Scope

This policy applies to:

  • All residents listed on the lease

  • Household members

  • Guests and visitors

  • Anyone on the property with a resident’s permission

Residents are responsible for the behavior of their household members and guests at all times.

3. Policy Statement

Atlas Cleveland strictly prohibits the following anywhere on the property:

  • Using, possessing, manufacturing, or selling illegal drugs

  • Allowing illegal drug activity in the unit, common spaces, or surrounding areas

  • Being under the influence of illegal drugs in a way that causes disturbances, safety issues, or property damage

Marijuana use must comply with all state and local laws, and federal law still prohibits marijuana on federally assisted housing (if that applies to the property).

4. Prescription & Legal Substances

Residents may use prescription and over-the-counter medications only as directed. Misuse of legal substances that creates safety risks or disturbances may be treated as a lease violation.

5. Enforcement

Violations of this policy may result in:

  • Warnings

  • Fines if permitted by law

  • Required corrective actions

  • Lease violations

  • Eviction for serious or repeated violations

  • Notification to law enforcement when required

Atlas Cleveland will review each situation carefully and follow applicable local, state, and federal law.

6. Resident Responsibilities

Residents agree to:

  • Keep their home drug-free

  • Ensure guests follow this policy

  • Report suspicious or dangerous drug-related activity

  • Use all medications responsibly

  • Maintain a safe, peaceful living environment for neighbors

7. Community Safety

Atlas Cleveland may work with local law enforcement and community partners to maintain a safe environment. We will always balance resident privacy with the safety of the community.

8. Support & Resources

Residents who are dealing with substance-use issues are encouraged to seek help. Community programs, counseling services, and support groups may be available in the area. Asking for help will not result in a lease violation.

9. Acknowledgment

By signing the lease and living in an Atlas Cleveland property, residents agree to follow this Drug-Free Housing Policy. Failure to comply may result in lease enforcement actions.
